USB issue with 12-port hub

I'm making serial logger using LattePanda 4GB/64GB with Windows 10 Enterprise LTSB.
The problem I'm facing is that I cannot send and receive data to/from some COM ports although I can see them in device manager.
My system configuration is one 12-port USB hub with external power supply and ten units of USB serial converters attached to 12-port hub.
Each USB serial converter is connected to arduino board and USB hub is connected to LattePanda's USB 2.0 port.
I can open ten COM ports without problem (tested using CoolTerm) but only seven COM ports are actually working.
I checked all hardware related issue but there is no problem in HW at all.
I tried the same configuration with desktop PC and then I can send and receive data through all COM ports without any problem.
Does this mean that LattePanda's performance is not enough to handle 10 serial communication at the same time?
