How to set max HDMI resolution

I have 10 LattePanda 4Gb/64Gb devices, all purchased at the same time. I have installed Lubuntu 16.04 on all 10, using the same parameters for each and choosing the option to erase any existing information. Using the same Samsung 1920x1080 monitor for each set up, 8 will boot up in 1920x1080 mode as HDMI-2, but two boot up in 1152x864 as HDMI-3. I can't find anything different about the 2 that boot in lower resolution from the other 8.
