Fan not working

I got the following case.. https://www.amazon.co.uk/gp/product/B07 ... UTF8&psc=1. Which comes with a fan.. I have connected the fan but it does not work. Is this normal.
Does it only work when the device is hot or should it be working all the time.. Just wondering if its faulty
