DTR and RTS via com port

I have a software which sending a data to DTR or RTS on com port.
I need to get that output and programming with arduino.
Need an advise,
1. Is it possible to get DTR and RTS from LattePanda pin from com port (com1).
2. Is it possible to read DTR or RTS via arduino in LattePanda.
