Windows installation w/manual drivers

I am trying to install Windows using a normal ISO image and manually provided drivers. However, even if the Windows setup finds the drivers, it reports “No new devices drivers were found.” and refuses to continue. This happens both for Win 10 and Win 11.
Which driver exactly is it missing in order to continue the installation process? Once in Windows I should be able to install other drivers using the device manager and/or the intel tool.
