Exact same problem I had in the beginning. It's just that your power supply doesn't deliver enough current (and maybe your cable is also not ideal.)
A combination that worked very well for me: this Power Supply, and this USB Cable.

first, check your usb cable. (like in this thread).
and, you got nothing else plugged in, just monitor and PSU? then, at least give it a shot without the monitor. just in case.

your symptopms seem to match a case of insufficient power supply.
you need a fairly good power supply and also a decent usb cable.
