Most likely it is that Waveshare HDMI device's supported resolution profile (expressed in EDID) is not supported by LP Alpha/Delta board. Check your LP Alpha PCB on printed model/serial number. It has the string reflecting KR200 or KR300.

All USB ports trace up to Intel CPU/APU's XHCI controller.
Intel's XHCI controller does not support USB Gadget mode nor OTG mode.
