All USB ports trace up to Intel CPU/APU's XHCI controller.
Intel's XHCI controller does not support USB Gadget mode nor OTG mode.

You'll have to ask LG tech support to see if it supports 15V 3A PD in its PD profile.

Example of adding a 330uF 12V electrolytic capacitor (do follow the polarity, keep leads reasonably short.)

Not sure it's EMI related or it's just insufficient decoupling.
I'd recommend place a low ESR 470uF 12V tantalum capacitor as well as
a low ESR 0.1uF 25V ceramic capacitor in between the
Arduino 5V and Gnd edge connector.
(Making sure the leads are as short as possible.)

You can also use a Blitzwolf BW-TH5 as a combo:
USB-C power pass-through (supplying power to LP Delta) <-- at least 15V 3A mode,
as well as
3-port USB-3.0 hub, HDMI output, and SD card reader.

I've tested:
1. supplying 15V 3A power directly from USB-C PD mode
2. LP Delta when powered by 4-pin DC_in, I can activate LP Delta's USB-C as PD source mode, supplying 5V as output
What else you need me to test it for you?

Please check if LG 32UD99 monitor can support USB-C 15V 3A PD mode.
If yes, in theory, it could work.

Sorry, USB-C is such a not-so-stable standard. It is works, it's a blessing.

The eDP panel I have works for both models.
Since there is no detailed info on Alpha vs. Delta, I am afraid that I could not help on this.
