The port really only needs to provide the data signal.
The power you can provide from a PCIE riser.
Most risers will provide between 35-75Watts without many issues.
Above 75Watts, you'll need a graphics card with a 6pin connector on the top to divide the power.

I thought there must have been some sort of adaptor to convert the pcie port on the alpha to a pcie 1x slot, and go from a 1x slot to a 16x slot riser, to the gpu?

1x PCIE slot is fast enough for folding. I've done so on a GTX 1060, and got 200+k PPD, vs 320kPPD on the 16x slot. I'm sure a 1070 or 1080, or RTX card can work as well, but only for Linux. Windows uses more data, and people have said to lose performance over 1x. 1x PCIE slot is not recommended for...

Has anyone been successful in running an RTX card off the Alpha's PCIE port? If not, what's the most powerful graphics card recommended? It appears that M.2 slots can refer both to SATA M.2 and PCIE M.2 slots.

What's the name of this slot?

Would be bad, as the cherry trail CPU supports a PCIE 1x slot.

At best, if it's an Nvidia card, CUDA might help your latte gain a bit more performance.
Yours is a mobile chip, so you might need the original mobile drivers that came with the laptop you got the card with; and running the same OS as well...
