[DEFECTIVE] Alpha 800 NO lights. NO boot

When I plug in the Alpha 800 with the supplied Lattepanda power supply I see no lights on the board and the power switch does not work.
I've tried plugging/unplugging several times still no lights. I have tried with all devices unplugged, even unplugged the attached fan, still won't boot.
I have confirmed that the board is getting 15v from the power supply.
If I jumper pins on SW i can get the red light to come on, then blue light will flash. Then pressing the power switch will turn on the Alpha 800. This works 1 in 5 times.
I would like to process this board for an RMA.
