system speed

the reason why i'm posting this thread is strictly related with the speed of the system, i.e. everything i use or software that i open seem to have a delay in responding to the orders, like if the CPU could be overloaded, but checking in the "task manager" app. the cpu usage is only around 14%, could someone help me to solve this trouble?
