[RESOLVED] Sometimes I have USB issues on start up

Windows loads fine every time but sometimes I need to press reset button 3 times before I can use my wireless keyboard/mouse because I lose usb functionality. When I plug in spare mouse with usb cable, I notice there is power to my mouse but doesn't do anything I have notice my bottom usb doesn't work either..
When everything is working I can use my external devices plus wireless keyboard and surf the net. This is mainly what I use Lattepanda for, no gaming just surfing, watching YouTube.
I'm not sure if windows didn't load drivers correctly or my board is having power issues
