Issue uploading Blink sketch.. 'not in sync'

I've selected 'Arduino Uno' on Com 1, and tried to upload the blink sketch. It compiles alright, and I can upload ok, but I get this message:
avrdude: stk500_getsync(): not in sync: resp=0x00
Also, nothing on the board blinks. When I put an LED into pin 13 and ground, it blinks, and also the blue light on top of the board blinks, but only when an LED is inserted (once removed, it just stays constantly lit).
Can someone tell me if this behaviour is normal? And what that error message means?
