[DEFECTIVE] - Lattepanda 432 does not boot

1) Power on the device. Red led flashing than stops and turns constant red as expected.
Blue light is flashing every 4 seconds.
2) Press power button for one second. Nothing happens, blue light keep flashing every 4 seconds.
No BIOS screen as expected.
(If I press it longer, blue light turns for a seconds on and then turns back off. Keeps flashing for every 4 seconds, no boot).
Any advice?
