Headless Boot For Linux

Recently i purchase lattepanda 864s and i want to boot it in headless mode. It seems i have problem configurating it.
I followed the tutorial as below and failed to boot it up.

I used this solution on other PC and it seems to be working without any issue, only happen on lattepanda. Any expert able to comment on this?
