[DISCUSSION] Fan not turning off when LP, 4K vid.on 7" LCD

How can I know, when the LP turn off if the fan not stop? Am I right, if the red LED turn off, I can unplug the LP's power? How can I stop fan when I stop LP?
If I start a video on my LP, attached a DFRobot's 7" LCD (res:1024x600) with a 4K resolution, LP stops instead converting it to LCD low resolution. Is it normal ?
