usb2.0 device recognized only in Usb3.0 slot

I have a webcam that is certainly not usb3.0 (anyway should work on usb2.0)
the problem is that when i plug it in one of both usb2.0 slots windows ingores it (even no sound of plugging or drivers install)
On the other hand when i "waste" my usb 3.0 for it it works.
Any ideas ? Any similar cases ?
