Super slow Panda

I'm powering the unit from a 3 AMP charger. I've disabled everything I could in OS and BIOS that I could throttle CPU performance. I've been trying to actively cool it down with an external fan. I've updated the firmware and reinstalled Windows from most up-to-date images.
Nothing worked. Seems like this happens for some users, as all online benchmarks say they were able to smoothly playback 1080p YouTube videos (no happening on my device).
Any viable solution?
