PS I did take note of a post above that states " it will show up as a comport" Ok that's enough info to solve the communication problem.
But what frequency is the crystal set at? This way I can setup the Atmel's baud rate correctly.

That sounds like some professional questions about the microcontroller. As I know, most of Arduino comes with 16MHz crystal. And the default baud rate of LattePanda onboard Arduino should be 115200 bps because they pre-programmed a Firmata protocol from Arduino ecosystem, which uses 115200 bps for communication.

The Arduino is an "Arduino Leonardo" connected to the LattePanda-PC via an internal USB. You will find it in the windows device manager as COM4 or COM5.

"UART_GNSS" is a serial port of the XC8300, the voltage level is 1.8V. Its COM1 in windows device manager.
