[RMA] Red led is always on no HDMI output

Hello, I just received my latte panda 4G 64G eMMC, but my issue is Blue LED flashes and goes off and red LED is on forever. No HDMI output and I tried the hard reset mode but the problem persist?

Can you please help me with this issue, I use the latte panda USB and Power supply
