StarTech USB3 SATA hard drive adapter only works in USB2?

I have a 2GB/32GB LattePanda and this StarTech USB3 SATA adapter hooked up to a laptop hard drive. The drive mounts and works great when plugged into the (much slower) USB2 ports on the LattePanda. When I plug in the same device to the USB3 port, however, it doesn't show up at all. Not device in the Device Manager, no drive in Disk Management.
The USB3 port works fine for other devices. Anyone have any idea why this might be?
