USB 2.0 not working

The USB 3 port is working fine.
Looks like no power is delivered to the USB 2.0 ports but I'm not sure.
The LP is powered using a 5v 3a power source plugged into the dupont prongs... where the fan plugs in. So the LP is fully powered yet not even the mouse light comes on when it is plugged in the USB port but it does come on when plugged in the USB3 port.
Help.
