All USB ports will function with 2.0 devices. Tried another power supply and cable. Reinstalled Windows. Fan and heatsinks are installed. Reinstalled drivers.
On two occasions a 3.0 device (thumb drive in this case) was recognized. Both times it was right after startup and only worked momentarily.
I believe this may be a hardware issue.
