cpu speed is slow

Hi:
I have a multiread c++ project with opencv, when i run it , cpu runs slow speed on 0.4 GHZ, and only 40% usage. How can i improve it? Attachments

What is Temp for the CPU?

Do you have active cooling?

While I have no idea how intensive your app is, mostly what I have seen myself and read is that you really need fan+heatsink as the CPU will limit itself so it doesn't overheat. If temp of CPU is low,, then there is some other issue.
