LattePanda IOTA Freezing On Power Up

I just received my LattePanda IOTA and Aluminum Heatsink Case.

I have installed the Aluminum Heatsink Case with the thermal paste.

I am using a USB power supply with capable of 15V and greater than the 1.8A per specs (I have also tried multiple power supplies with no change to the results)

I am using a USB-C cable (I have tried multiple cables with no change to the results)

Upon first boot up I was able to get into Windows and then it had a blue screen of death. It was around 1 minute before it blue screened.

Subsequent reboots end up going into Windows recovery or simply freezing on the LattePanda logo screen.

I got into the BOIS and checked the Hardware Monitor and seeing 25 C for the temp, so that seems ok.

I am able to move around in the BOIS for a few minutes, but it will eventually freeze in there as well.

Do I have a defect unit? What other troubleshooting steps can I perform.
